Bill joined his practice in land use planning with the firm in October 2000. He was previously employed by Reed Smith Hazel & Thomas, LLP, and its predecessor firms, for 14 years as a Land Use Planner. Prior to entering private planning practice, he served as Planning Director for the Town of Herndon, Chief of the Planning Division for the Fairfax County Office of Comprehensive Planning, and Chief of Comprehensive Planning for the Loudoun County Department of Planning.

Bill will focus his professional work on land use and planning activities in both Loudoun and Fairfax Counties, assisting land owners and developers in obtaining needed approvals and in crafting solutions which arise in the local government land use review processes. A resident of Reston, he has served on many citizen committees including the Reston Planning & Zoning Committee, which he recently chaired, the Dulles Rail Task Force, and the Reston 2000 Task Force. Bill has unique and impressive skills developed over many years of public and private service and is extremely knowledgeable of the land use regulatory processes in both Loudoun and Fairfax Counties.
