Jerry has extensive legal experience in both the public and private sectors with emphasis on land use and governmental relations. He was the Arlington County Attorney during an eight year period, 1973 to 1981, when the county experienced its most active development and implemented unique land use regulations.

From 1981 to present, Jerry has been engaged in private practice, mainly representing developers on legal problems and litigation in the land use area and property owners in condemnation cases. He has handled development cases in most Northern Virginia jurisdictions as well as in other parts of Virginia. Among Jerry's most complex cases were private development of county-owned land in both Arlington and Fairfax counties.

Jerry was President of the Virginia Local Government Attorneys Association (1977-1978) and is now a member of the American Bar Association and the Arlington County Bar Association.

He graduated from the American University law school in 1965 and has been admitted to practice in the District of Columbia and Virginia..
