Dave has focused his practice on representing clients in all phases of the land use and development process. He has extensive transactional experience in preparing and negotiating the acquisition, sale or lease of all types of property. Dave has also been very active in obtaining rezonings and other land use approvals in Stafford and Prince William counties, including a number of large mixed-use projects.

Dave is very involved in community and industry groups, serving on the Board of Directors of the Prince William County Chamber of Commerce and as the Chairman of the Planning, Zoning and Land Use Committee and a member of the Chapter Council of the Prince William Chapter of the Northern Virginia Building Industry Association. Dave is also a member of the Prince William County Zoning Ordinance Review Committee, and served on the committee which prepared Prince William County's Ordinance to implement the Chesapeake Bay Preservation Act. He has spoken to builder groups throughout Northern Virginia and the Northern Neck region regarding the effect of the Chesapeake Bay Act on real estate development.

Dave is a cum laude graduate of the Dickinson School of Law (1985) and is admitted to practice in Virginia and Pennsylvania.
